Investigate whether libjpeg-turbo.sh can use make install #43

Currently, libjpeg-turbo.sh avoids make install due to comments in the changelog for the old version 1.3.0 that led me to believe that make install might contaminate the Windows system directory.

It's unclear to me whether this is actually a problem. I should investigate within a VM.
