Quite often, the positions of enemies in the first-person RGB view don't match what's reported by SENSE_ALL_NO_NAV. For example, there will be an enemy directly in front of the SAIL-ON agent in the camera view, but SENSE_ALL_NO_NAV will show it one square to the side. I assume that whatever is in the first-person view is the "true" position since it's generated by Minecraft.
I don't have a specific reproducing example; this can be observed at some point in almost any map.
