Seperate Councillor Title from Councillor Name #23

Currently the Councillor Title (EN/FR) are part of the same cell as the Councillors First Name initial and Last name.

Sperate out the Councillor title from the name so the search can be conducted and proper filters.

Notice the difference between the Male and Female title names. As a result most likely will have to do two breaks from the title and name based on sex of councillor.
