Fix size and positioning of media overlay dialogs (2082873)

When using CKEditor and adding a media using the Add media button, the overlay that appears is too low. It seems to open a smaller window that is centered, but then enlarges downwards leaving a big gap above and forcing the user to scroll down the master window.

This problem leads to awkwardness after the initial overlay window is submitted as the second (are-you-sure type) window pops up at the top of the master window with no visual indicator to the user who must scroll the master window up to the top to see it.

That 2nd window is not tall enough either, only showing about 50 pixels high of itself, when it should be closer to 650px tall to see all the elements inside.

The positioning is also different for Chrome where the 2nd popup is flush to the top of the window, as opposed to Firefox and IE where it has a gap of about 200px.
