Updated value for "Missing Data" #40

I've updated the "Missing Data' value to be consistent with the geoTiffs and cubes we make.

The value I changed it to has too many digits for the variable type. gfortan errors out and won't write the file. I think we can delete this branch since I should be able to set the NULL value when using ascii2isis.

Something like this... ascii2isis from=global-map_GSD.grid.txt to=GSD.cub samples=360 lines=180 setnullrange=yes nullmin=9990.0 nullmax=1000000000.0

... works for a GSD of 9999.
