Added MSC Nastran 2023.4 to valid versions #783

I got MSC Nastran 2023.4 installed on the HPC of my university and this version was not present within the valid versions of MSC Nastran in pyNastran/op2/op2_interface/version.py

Not sure why the PLOAD2 thing is showing up as part of the commits, but it's not in the files, so looks good
