Parametrized tests so anyone cloning the repo can run them #9

Any contributor or developer forking the repo should be able to run the test with minimal configuration and without having to change the code.

Block #4 as the CI needs such a configurable way to run the tests.

Tasks:

[x] parameters to NameCheapApi should be read from an external source (config file?)
[x] add documentation on how to create and configure the tests
[x] tests that are not reversible should be marked "explicit"; mimic the xunit approach since MSTest doesn't have ExplicitAttribute
