how to set uknown space as "obstacles" #240

Hi I want to set the voxel grid as "obstacles" when they are unknown space, and the free space is set "empty". I tried to modify the "track_unknown_space: false" and "unknown_threshold: 255" but it not worked.

That is set in the costmap setting for the background cost
