Create a UI screen for when the player is controlling the boat

Game designer's initial ideas:

1: Unsure if this is rowing speed or stamina bar (Need to ask them to explain more about this).
2: Boat and crew health.
3: power-up cooldown timer

After today's Chat with Blair. The archers and the crew should have a separate health bar. Also wants colour changing health for when health reaches certain points.
