I would tweak the Jaysus Swords plugin personally. Right now guards are spawning in with very high level daggers, which is causing a preference for all guards to use daggers as well as disrupt the pacing of loot. I'd put them in higher dagger categories. Particularly since blades like Blade of Dibella and Dragonsting are supposed to be unique and special.
