Version 3 major changes #463

This PR will contain "breaking changes" and thus will be tagged as version 3 when ready to merge and release.

  1. Removal of Dicebear avatar service (#442)
  2. Upgrading docker-compose postgres image version from 13 to 15 (#444)
  3. Removing Admin utility for lowercasing user emails (#441)
  4. Switch from gomigrate to goose (#439)
