pkg_*-Tools do not use {no,ftp,http,https,gopher}_proxy. Instead they only use the upper case variables.

The manual pages to pkgadd state pkg*-Tools would use both: first looking for the uppercase variant, then for the lowercase variant.

Does everything work as expected, if you build with the changes from pull #277?
