GE-TGE Sheep-Wool-Cloth-reform-thingy... what? #18

Hey I ran into an issue with ge, and tge. Basically sicly/italy has the Custom House of Apena Sheep reform which give more goods produced in cloth and wool provinces but with tge there is only like 2 provinces in all of Italy producing cloth and wool. Maybe add silk to list of goods affected?
