refactor api tester for better separation of concerns #7113

add a detail screen pushed onto the stack for api debugging (separation of concerns)
remove config for preventing dismissing the api debugger
create navigation button to open network logger
add network logger button to tester index and detail
move shared debounceSearch call to @frogpond/useDebounce
