Clean up landing position annotation annotation workflow

The current workflow for annotating positions to landings are confusing for users because it chains to proces-data-processes, and useProcessData needs to be unchecked in an interim process (DefineAreaPostion) in order to get intended effects from changes to loadFdaStratumPolygon.

We will:

• remove the option 'StratumPolygon' from 'DefineAreaPostion'
• add a corresponding option to:
• -- AddPositionStoxLanding
• -- SetPositionStoxBiotic
