wrong secondary axis on coverage plot #77

PlotSamplingCoverage produces a wrong secondary axis when the 'other' column exceeds the largest regular column.

Also consider (color coding the secondary axis and the cumulative line) Additional options for controling crowded labels (e.g. text size)

Coloring of secondary axis also applies to sampling variables plot (PlotSamplingVariables)
