The Reca workflow facilitates partitioning on the fishery along variables such as gear, area and period. These are used as covariates in Reca and typically desired to be configured as fixed effect. Even with good sampling coverage, such a configuration is not possible, as some minor cells in the fishery remain un-sampled.
It would be nice to have an option where all minor cells could be re-coded to an "other-value" in all variables that are intended to be used as a fixed effect. This could be done based on cumulative landings, so that the x% lowest cells are merged into "other" for all variables. It could also be made to ensure that all combinations of some variables are sampled.
This could take form as three baseline-functions.
1) One that accepts biotic, landings, and a list of covariates and spits out a recoding scheme to be applied dependent on conjunctions of all those covariates
2) One that applies that recoding to landings
3) One that applies that recoding to biotic.
A good example case could be NEA haddock for the 2022 fishery.
