[BUG] USF TD rocket loiter hits tanks far outside of the circle #401

Game Version: SH2 1.1.4.8

Summary of Bug: TD major rocket ability attacks units way outside the range

Steps to Reproduce: Build a TD major use the ability

Expected Outcome: The planes should not be able to just pay to win and kill every tank on the map

Actual Outcome: Pay to win

This seems more like a balance complaint than a bug report, and additionally the TD Rocket Loiter was heavily nerfed in 1.1.5, in both plane number, rocket functionality, and area of effect.

All that needs to be done here is someone testing to see if it procs on targets already outside of the range (which should be 95).
