Isotopes rework #304

This PR completely reworks isotopes, to migrate to uifigure-based GUI (supported starting R2016a)) and to implement a few new features, such as #303.

Thanks. I fixed the issues with Pa and with elements without any entries. Also, I improved backwards compatibility - tested on R2018a.
