Release 1.4.0 #9

I've refactored the compat package code a bit to allow for easier extension for other mods in the future.

I've also updated to 1.19.4. Sadly there seem to be some upstream changes with the minecraft registry that don't allow for downwards compatibility (i think).

I most likely don't have a lot of time for testing this weekend. @SanityCh3ck I would really appreciate it if you could test this (and maybe review my changes from 4328e945f6745098f76c8ccf0d4124b4d5e35644 onwards). I'll trust your testing and release it if you say everything works fine.

The PR diff is weird. These are the actual changes between development and master.

Found some time for testing. I think everything works fine.

Finally got around to my own testing, guess I should have checked here again before I started. Couldn't find anything wrong with the build you provided so that should be all good.

Personally, I would have preferred a 1.19.2 release first but I'll just use my own build for my server.
