Reqs

[ ] get version from release title
[ ] check that version doesn't already exist
[x] build sdist & bdist (windows / mac / manylinux / musllinux)
[ ] target branch: main->pypi, else->test.pypi

Future

[ ] automatic version bumping via commit parsing
[ ] automatic change log generation via commit parsing
