Civilians killed by opfor counts against blufor #25

Test and check conditions to make sure it is checking that opfor themselves can't reduce blufor reputation

In limited tests, opfor running over civilians did not count against blufor. However, during same test, killing civilians did not count either. So somethings up with eventhandlers and running the server locally
