Add Support for ADCIRC-WW3 Coupling #1050

Stemming from discussion #1042 , I'm creating this issue for adding ADCIRC-WW3 coupling support. Thank you!

@notstarboard would it be possible to outline the steps of manually coupling WW3 with ADCIRC in the wiki? Generally speaking, everything that is automated in ASGS starts out by first understanding how it is done manually. Then we incrementally deal with things as needed, this is how all of ASGS got built up and how it remains to grow. This would also be very edifying for me and allow me to help make progress here.

That's a good question! I don't know the steps myself, but I'll reach out to Angelos and see if this is something he would be able to tackle.
