Updating default Stampede3 specs to match operational use #1396

Issue-1393: Stampede3 has proven to be very fast and reliable during the last couple of hurricanes, notably Hurricane Helene, while using the "spr" queue, which has access to the compute nodes that have 112 PPN.

Resolves #1393.

Built fine on Stampede3, all the right information is in the right spots.
