Bryntroll proc's - second nerf #17

What steps will reproduce the problem?
Application of debuffs no longer having a chance to proc, Blood-Caked Blade
no longer appears to as well. Even tho Bryntroll still simming higher than
Cryptmaker.

What is the expected output? What do you see instead?
2PPM, or ~11.333% - 3% overall at maximum

What version of the product are you using? On what operating system?
