Divine purpose proc chance #1060

  1. Name: Divine Purpose (Divine Purpose)

  2. Problems: It has a static proc chance of 25%. It doesn't proc off of itself.

  3. How it should work: The proc chance should scale depending on how much Holy Power was used. 1HP = 8.33% 2HP = 16.66% 3HP = 25% Free casts made with Divine Purpose should have a 25% chance to re-proc Divine Purpose, as mentioned in the source.

This was fixed years ago on Tauri. "Free" casts (such as while under the effect of DP or 4T16) can, and do, proc DP, and the HP-based proc chance is also implemented.
