[Spell][Paladin] Sacred Shield scaling for Retribution #1574

Realm where you noticed the issue: Mistblade 2

Description: Sacred Shield uses varied scaling and base amounts in 5.4 and onwards depending on specialization of the Paladin as indicated in the used database: Protection and Retribution: 240 at 90 + 81.9% SP (117% .7 = 81.9%) (343 .7 = 240,1) For Holy: 343 at 90 + 117% of SP

Current behaviour: Retribution specializations currently use the 30% reduced scaling and base amount for Protection Paladins, which was reverted after all PTR builds following August 7 2013: https://www.wowhead.com/news/5-4-ptr-patch-notes-updated-august-7th-217904

Sacred Shield: Protection and Retribution: Sacred Shield is 30% less effective

This disparity is also reflected in the in-game tooltip, where all Paladin Specializations use the 117% Spell Power modifier. (Unbeknownst to me whether this can be manipulated through the server or is enforced through clientside only)

Here's an example in-game at 14264 Spell Power (28528 Attack power * .5) Spell/Talent tooltip: 240 + 117% of Spell Power = 16928 Periodic, dynamic buff applied: 11922 (240 + 81.9% of Spell Power)

Sacred Shield Protection: Sacred Shield is 30% less effective.

Expected behaviour: Retribution Paladins should instead use a scaling similar to that of Holy Paladins: 117% of Spell Power. The in-game tooltip seemingly uses a base value of 240, but a scaling of 117%. It is my understanding the changelog implies -30% to both base and scaling.
