Description: Enable random normal dungeons for level 90 characters

Current behavior: Level 90 characters cannot do random dungeons at all until their ilevel get high enough to qualify for Heroics

Expected behavior: Level 90 characters should be able to do random normal dungeons, both before and after their ilevel is high enough to qualify for heroics

Additionally, you should not need to get item level from either normal or heroic dungeons in current content, as 496 epics that do not take any effort at all are obtainable from the Timeless Isle.

Alternatively, you can still specific queue for normal dungeons below 90 if you really must.

Not effort, but a significant amount of time and tedium.

Yeah, it's funny how their bullshit reasoning only applies to random dungeons and not specific ones, when the only difference is whether we get bonus JP out of it.
