Unfortunate Measures - Party loot issue #281

Current behaviour: When in a party the quest item has 100% chance to drop that is until 1 of the party members gets 8/8 lynx collars. After that drop chance is abysmally low. This happens even if u have free for all. Workaround is to not let the party member get to 8/8 but to 7/8 then do it for others as well and then kill the remaining mobs for the quest.

Expected behaviour: One person gets 8/8 the loot continues to be 100%.

Correct me if I'm wrong but with party loot this is how it is supposed to be, I remember questing back in MoP in retail, if someone in the group did complete quest, and the other had quest items still missing, we had to toggle it to FFA for the other guy to be able to loot all remaining corpses enabling him to loot all remaining quest items. Party loot just randomly assigns who the loot recipient is. However some items are marked to be Party loot, meaning everyone can loot it, not depending on who the current loot owner is. But in this case, this item is not a Party loot item, hence the issue stays an issue. We can't change this since it is client data, so this is how it's supposed to work. (I call this lazy TBC quest design by blizz)

So we just tested this on the server and the behavior is really strange.

Let me explain the setup for the quest "A Rough Start" in the Troll starting zone.

Blorbie kill 3 mobs when I wasn't in XP range and wasn't eligible for the loot. Blorbie collected 3/6 Wildmane Cat Pelt (100% drop rate). Now we killed mobs together, Blorbie tagged 3 mobs and of course, we're at a party. I received 3/6 Wildmane Cat Pelt and Blorbie now completed the quest 6/6 Wildmane Cat Pelt.

Here is where the bug is if Blorbie now tags a mob i.e. deal the first instance of damage. I'm not eligible for looting this, even if we change the loot to free for all (which it already is). We swap back to group loot, back to FFA and it doesn't work. If I get the first hit and deal no damage except that, the loot always drops.
