[Spell] [Paladin] Hand of Freedom #742

Current behaviour: It is not castable on self and friendlies during certain CC.

Expected behaviour: You should be able to cast Hand of Freedom on self and friendlies while under: ✔️ Stuns (works as expected) ⚠️ Frozen (Ring of Frost, Freezing Trap etc.) - Proof ⚠️ Sapped effects (Paralysis, Sap etc.) - Proof ⚠️ Sleep effects (Wyvern sting, Crane pet sleep) - Proof

The same should be true for the Hand of Purity talent, since they use the same underlying attributes in the DBC.

Using the same attributes when it comes to specifically "usable while X cc" does not always mean they should actually act the same way.

It's hard to find proof for Hand of Purity since people rarely used it
