I decided to revert my previous merge (https://github.com/StackStorm/st2workroom/pull/313) since it could potentially break existing 1.2.0 installations.

We should only merge this change after:

[ ] ~~1.3.0 has been released (those stackstorm-st2 changes are tied to StackStorm code changes which are only available in 1.3.0)~~
[ ] ~~We pin st2workroom for existing 1.2.0 installations to a working SHA (ideally this should be current master, before merging this changes since it includes security fix)~~

Verified with this change the following scenarios -

Installed v1.2.0, switched to upgrade_gc branch and ran update-system. No st2garbagecollector in status for st2ctl.
Blank ubuntu 14.04 vm and confirmed that installing 1.3dev with upgrade_gc branch brings in st2garbagecollector.
