Helipad Marker Colours #12

Implement a system that changes the helipad numbers to green if they are vacant and red if they are occupied.

Implemented this, will be tested within the coming week.

It was tested on Saturday and worked with only one minor issue. That being that when a player walks over the helipad, it shows as unavailable. I will look into possibly restricting it to class types or class names in the future.
