Make chimenys fail if they arent vertical #15302

This is more realistic: https://en.wikipedia.org/wiki/Chimney 'Chimneys are typically vertical, or as near as possible to vertical, to ensure that the gases flow smoothly, drawing air into the combustion in what is known as the stack, or chimney effect. '

But more importantly its better for gameplay, it forces pollution to be located on the site of industry. When the pollution can be decoupled, it reduces the need for industry to be separated from other land (farms, residence) and reduces the relevance of transport and location and land use in the game.

need air filter with this case :)

If this is "fixed" then a diagonal pipe should be added, not all tables are placed directly under where a chimney can or will be made and like elfl0rd said should probably be able to have an air filter too that then creates a filtered dust that is harmful?
