After starting the game today i also got an issue in main menu. But it's intermittent for me. GPU goes up to 100 for a few seconds, back to normal, up to 100, back to normal. Very funny to hear the fans ;)
I have the same issue on Staging 1695 and it is consistent. As long as I'm in the main menu, GPU load is at around 80%. When I go ingame it goes down to around 40%.
Left my commentary in the PR but TL;RD i suggest using 45 FPS limit until the time can be spent fixing this problem permanently.
Using 45 FPS 68.5 - 70.5% GPU usage Keeps me on a flat 64c level with 0 fluctuations in the main menu.
Using 60 FPS With the same graphics settings. It is slowly creeping upwards with longer intervals between each degree BUT it is slowly rising i stopped checking at 76c as i know my card does not play nice at 80c ranges with temperature fail safes disabling the card until reboot.
Changed back to 45 FPS And the temp drops down immediately.
Compared to for example Witcher 3 ( locked at 60 fps by default in menu which also features an active moving scene) Overwatch with an intense main menu with effects etc kept my at around 62c stable with a locked 60fps ( default main menu setting)
So a reasonable request would be to stay somewhere around that 60c range, and to do that it would require a framerate lock at 45 until this is overhauled.
Per discussions: The FrameRateLimiter has been set to 45 FPS for the main menu.

As you can tell by the graphs the heat spike is when i am in the main title menu idle the before and after is actively playing on the playtest server on a average temperature of 49c vs 70-80c if i let it sit in idle for only 3-4 min time.
