As far as i know, Smog = Ground pollution due to rainfall & too close to the ground, did you build a higher pipe/chimney?
Air Pollution naturally does pollute ground over time. The higher rainfall the more dramatical ground pollution will be. This is one of reasons why it is better to pollute in the desert. Air pollution dissipates much faster compared to ground pollution. So if your Kiln stops polluting, in a couple of hours you will see absolutely no air pollution around, but pretty polluted ground which can confuse you. Distance from the ground does not matter, air pollution does not have 3d footprint, its 2d map as every other in the game.
This is intended behavior for now. Closed for now.

Steps to Reproduce: Create Cement
Expected behavior: Give off Smog pollution, but not ground pollution
Actual behavior: It is give off only air pollution
Do you have mods installed? Does issue happen when no mods are installed?: It is give off only air pollution
