When we have players naming themselves the same way as item objects ingames the player names takes over the link property ( same for claims etc ( anything with name field, laws, demographics and so on ) making the play experience turn into an annoying frustrating experience on bigger multiplayer servers even going so far as writing a simple sentence is a chore as half the words used can be player links instead.
But generally speaking it should always be
Game object link > Player name link > other text objects ( civics: laws and so on)
