Notification window priority #22059

Notification window should have priority and would be shown on top of any existing window when prompted by player.

Example below, voting notification window should be on top of existing window for players to see, image.png

Another example, player could toggle to enlarge notification window above, and this should show on top of current open window to allow player to quickly view. image.png

I would add the ability to select any window, the last window which was clicked with LMB will be at the top
