USER ISSUE: Permenantly destroy tailings or any other dirt material with waterwheels. #23357

\ User Id: (Not logged user) Version: 0.9.5.4 beta release-327

Steps to Reproduce: Place a waterwheel. Place a gravity-affected block like dirt or tailings within the 7x7 space the waterwheel occupies. You can do so by placing the tailing against a solid block along the perimeter of the waterwheel. Pick up the waterwheel. All blocks that the waterwheel overlapped with will be destroyed without being picked up.

Expected behavior: Picked up the waterwheel, but left the blocks in its wake. Or not allowed the blocks to be placed at all.

Actual behavior: Picked up the waterwheel and destroyed all the overlapping blocks. Blocks that fell through gravity into the area of the waterwheel also overlapped and were destroyed.

Do you have mods installed? Does the issue happen when no mods are installed?: No. I am playing on vanilla eco through steam.

Also works with built blocks that do not fall, like mortared stone.
