The world generation isn't perfect and can sometimes yield this result or similar ones like unexpected parts of biomes (e.g. small patch of ice in the desert), that is within the error margin and happens very rarely. (And I just didn't catch it for that generation, as it's not visible on the preview map as odd)
It would only become an issue if it's no longer a very rare issue.
On the server Giant Panda #62 I found a stretch of land that generated without Biome according to ingame filters. It has mostly Grassland grass, with a small patch of Wetland Grass, mostly Cold Forest Trees and plants. (Fern, Trillium Flower, Redwood, Fir, but no Huckleberries or leafy bushes). Underground seems consistent with Cold Forest, with copper deposits near the surface and the rock being granite. Fir, Redwood and Huckleberries were planted by someone on the biome and seem to be growing, but slowly. Coordinates 810,170
