Can you please post your full graphic settings?
This is happening to every player on my own server.
But as you can see the first video is from White Tiger, so this also happens on White Tiger.
I can also remove all mods from my own server and this still keeps happening.
Daniel will need to check, I can't get the issue on my PC on WT save.
I have a save where this can be always reproduced, and it's extremely visible. All mods were removed and the server (on my local PC) was restarted twice before taking this video:

I am arriving at the affected location @ 00:30s into the video. @ 01:30 I am showing my graphics settings and 5 seconds later I am running again to the same location. Same problem happens again.

Not getting the issue with that save either. Note, this is not about if it is there or not (which it is obviously given your video), just on how to get it. Daniel had success getting it locally a few times, but not as consistent as you report either.
The only real requirement to reproduce it consistently is that the affected area has to be completely derendered before I start running towards it. Which just means I have to be far enough from there when starting to run.
Not really sure how I can help you any further.
The issue is definitely limited to only specific areas in the world - the ones with the most world objects. Removing the mods helps slightly, likely only due to reduced number of world objects.
One new thing we noticed in our current cycle - there's player made tree farm right next to an affected area. The trees also have an issue loading slowly. And the trees are not world objects. Maybe that's a hint to someone investigating this

Where? - most servers with large enough playerbase. White Tiger included. Mods?: Doesn't matter. Happens even with mods completely removed from the server. Steps to Reproduce: Run far away to derender the affected area, run back in, wait 15-30s for world objects to load.
Proof: recording from White Tiger, affected area is reached ~ 00:20s into the video. The housing furniture takes until the end of the video to fully load.
