[0.9.0 Staging-1538] - Laws Feature - Set type of majority required for a vote to succeed #1109

There is currently a feature to set an insta-win percentage for a vote, but not to set parameters of the minimum majority needed for a vote to succeed.

It would be useful to be able to require percentages other than only >50% in order for a vote to pass. Important referenda and government votes rarely run on a simple majority, and it might be reasonable to set different majorities for matters of differing importance.

Thank you for your opinion. For now these set of parameters will work for 9.0, its not a bug, so moving to suggestions
