Add large vanity projects as resource sinks #1294

A problem some people experience on more populated servers (like White Tiger) is that it's hard for newer players to meaningfully contribute to the economy if the market is saturated. It would be nice to be able to create some resource sinks for really large quantities of items that would essentially act as "vanity projects" - stuff you undertake in parallel to trying to stop the meteor, or something you build after it's been shot down. In that way those would be similar to #1079 Wonders / Megaprojects, but perhaps be a bit less useful. Rather than creating a nuclear power plant for example you would build something akin to ONI's Great Monument:

Those vanity projects could include pyramids, the Eiffel tower, some large statues of a player, maybe some other creations that look aesthetically neat but would be hard to build with normal blocks.

While the hand-crafted buildings would be a way to show off how good a designer a player is, these vanity projects would show off how good someone is at playing the market and making money.

Heck, those vanity projects could be customizable - you could select what material to make them out of and then you'd have a challenge proportional to your vanity. Sure, a mortared sandstone pyramid looks impressive, but one out of solid gold would be that much more posh. Both would cost 100k resources, but the players would select what resources to build them out of.

When built the vanity projects could give some nominal bonuses - maybe a skillpoint bonus to the owner / everyone on the server (similar to #1055).
