[Idea] Sewag and other liquid tank

We should have some liquid tank, build from block or just as one item like we have silos,

Currently in game we have peaks and cool down time in production of sewage. Similar case we may have with water where is bigger and smaller demands for water.

Using liquid tanks could improve quality and allow lots of interesting feature be implemented like:

• Not working weather pimple due to missing wind or low level of water in river.
• Possibility to build water tank far away from water sources and allow to use some special car/barrel to transport water.
• Tanks created from wood in early game may be uses in Rocker Boxer.,
• They may allow to capture rains water and use for production,

We may have few tier types tanks, tier 1 from wood, trier 2 from iron/ tier 3 from steal, tier 4 from plastic

It may be much but a liquids rework would be nice.

• Water Tower : Storing water during off time for peak time use.
• Oil tanks: allow of pumpjacks to pump into oil tanks for use in refinery
• Rain Catchers: passively generates a small amount of water per minute. Perhaps 0.1 x Rainfall layer
• Tankers: Trucks that can store liquids

In addition to the above, it could prove useful to add recycling to water usage, for instance;

• Store water in water towers from wastefilters and allow that water to be put into the system again.
• Store rainwater for the same purpose, to be allowed into the water input system again.
• Suggestable size; 2x2x5+ high on legs, where pipes has to run up and down.
• With either electrical or mechanical power usage for internal pump.
• Outdoor object for obvious reasons.
