[Suggestion] Separation of Continents #381

Allow splitting up the world into separate continents, each with their own minor ecosystem (animal and plant populations) and governments. Number of continents could be a world generation option, so it is not something that changes during the game. One continent would be the default, so it works like the game is now with a global government.

We can already do some of this this with current districts mechanics, but they aren't permanent and creating small districts inside the major districts will be hard, not to mention having to remember to create all laws with a district condition.

Laws being per continent would make tax laws more focused to the currency used on the continent, leading to possible interesting currency exchange trading with other continents. One continent might have harsh laws against pollution, forcing heavy industry to move to other continents. Meanwhile the continent with harsh anti-pollution laws will have a better local ecosystem for farming and hunting.

This could also add some interesting diplomatic gameplay between continents. One continent might be causing too much global pollution, but they won't stop for free. So leading to agreed upon laws or even global laws.

I love this idea, but i think it requie lot of work... And biggest worlds!

Could made smaller if it is just a series of small islands with separate ecosystems, but yes it is not a simple suggestion.
