Public infrastructure items need a way to be set to ownership by Government #471

We have a great problem on the server where items, such as streetlights are put up for public us on land along streets that do not have polys on them (so others can claim that land) but these things, like streetlights and other community decor are just being stole by any troll that comes along. This makes it very hard for the city to do things like light the streets, decorate the town etc without claiming large plots of property just to hold one streetlamp or decor item. Would it be possible to have these items belong to the Treasury or the leader then industrious individuals can't come along and remove them to re-sell them back to the city again ? ;)

Until there is a better solution, you can pass a law that charges 10000 currency from anyone that picks up a streetlamp (and doesn't let them pick it up if they can't pay). Then, if you need to move a streetlamp, have the world leader move it and then re-allocate the money back to their self.
