I'd really like to be able to set a price per minute for some of our government Trucks so anyone could use them and pays X Dollar per minute that began. IF you got no more money, the car stops being usable. It's fine that i have to carry them back myself.

Sounds like a reasonable idea to me. Though as you say, I don't know how you would handle bringing the vehicles back, other than the owner doing it manually. Or just leave them everywhere, like Lime bikes haha.

The timer could start when you drive the vehicle past a certain point and will end when the vehicle is returned.

I believe that's how car rentals work in real life..
