Currently there is no way to craft barrels at tier 2. Can only be crafted at the electric machine shop and normally it would not be a problem but since shifting a to 2.7 avg, anything but steel makes it deactivate. Of course you can make the jump jack,electronics etc at tier 2 barrels are needed for electronics and other things.

reinforced concrete is needed to make the electric machinist table work, it only takes concrete and rebar.
