Issue - Title Appointers can change Title Appointers #811

Title Appointers can change Title Appointers. This is both intended and not. It is not possible to make someone a Title Appointer without also allowing them to change the list of Title Appointers. This means that we can't appoint someone only to alter the Title Holders list.

This is also an issue for bank accounts, but in a lesser way, since you rarely want to give someone to permission to give others permission to use your bank account.

Suggestion would be to have a difference between Title Owner/Creator and Title Appointers, or create a 3rd level on the Title for "Title Appointer Appointers".

This is working as intended, therefore adding suggestion for moving to suggestion tracker.
