I don't think this is something you really need engine access for, VRAD is in the SDK, and so much would need to be changed/rewritten that the original code is almost useless anyway.
honestly i'd prefer a full-on rewrite instead of dealing with a quake-era raytracer application

GPU acceleration for VRAD would help immensely when compiling maps, or even getting better lighting results. This might help: https://github.com/darthryking/SilkRAD
