Scriptable custom gels #127

A gel with no abilities defined inside code that can be used by modders as a template, empty gel to create their own ones. Allow new gel types to be added using the scripting system.

4 is more based around making it easier to add gels in code. This specific issue is about the addition of the "custom" gel, which will probably get the id 6
